Manhasset Baseball League
2006 Draft Rules
Girls Divisions-(3rd/4th), (5th/6th), (7th-10th)

The most important part of intramural softball is to remember that this is an instructional league and we do not consider winning to be our primary goal. A team has a winning season if they show improvement and have a good time doing it. No Manager at this level should set a target of winning every game or the championship. This type of pressure toward winning will certainly take the fun out of playing. Remember, this is an in town intramural program. The girls are playing with/against their friends, classmates and hopefully new friends. This is the age at which we have the responsibility to teach our children to be good winners and good losers. Therefore, having balanced teams is critical for a successful season. With balanced teams, teaching the girls the fundamentals of softball, developing better physical conditioning, and encouraging peak performance within the parameters of the rules we establish are all attainable objectives.
Listed below are the Draft Rules:

  1. The Girls Director or an individual delegated by the Girls Director and the Division Commissioner will be present at all drafts.
  2. All players signed up to play will be chosen for a team.
  3. All players will have a draft rating based upon input from prior Commissioners, Managers and Assistant Coaches.
  4. Contingent on the distribution of player talent, all players will be ranked and placed in different group levels. The rankings will go as follows:
         5. Excellent- Can impact a game or a quality pitcher.
         4. Above Average- Solid skills, quality player.
         3. Average- Knows fundamentals, good player.
         2. Improving- Needs continued growth, takes instruction.
         1. Beginner- Needs help in all areas, or cannot take instruction to improve.
         ?. New Player- Or, we have no rating info.
  5. The selection order will be decided by choosing positions “out of a hat”.
  6. The selection process will go as follows: Team #1,2,3,4,5,6,6,5,4,3,2,1,1,2,3 etc…..
  7. All of the players falling into the highest group (most talented) must be picked first. When no other players are left in that group, the next group will follow until all players in each group are selected.
  8. Managers must pick their daughter with their first pick of the specific level at which their daughter is rated. The same would apply to sisters; they will be selected with the Managers first pick in that rating group.
  9. Assistant Coaches should be picked based upon the rating. If you have an assistant coach in mind you should take their daughter with your first pick in that rating group. This will eliminate problems down the road.
  10. When situations create difficulties during the draft process and achieving the league objectives, the Girls Director or the individual delegated will make the necessary adjustments during the drafting and notify the rules committee of such changes.
  11. No trades will be allowed after the managers leave the draft room. No exceptions. Rosters must be submitted immediately to the Girls Director by the Commissioners.
  12. After the draft is over, the next player to sign up goes to the next team on the list, regardless of their rating.
  13. No team can have 11 players while another team has 13.
  14. All players must be called by their managers within 48 hours of the draft to let the child know which team they are on. Practice schedules may be discussed at this time.
  15. You cannot trade up or down more than one ranking group, with a maximum of two trades per team. All trades must be approved by the Commissioner and Girls Director(or delegate) immediately.

MANHASSET PAL GIRLS SOFTBALL RULES
2nd GRADE
  1. REGULATION GAME:
    Games will consist of four (4) innings.

  2. NUMBER OF PLAYERS:
    DEFENSIVE TEAM: There is no maximum on field. All players play a position.
    There is no catcher or pitcher, coaches will pitch & catch.
    Outfielders must remain in outfield (min 5 feet behind
    bases) until ball is hit. An outfielder may field a ball and
    step on a base for a force play.

    OFFENSIVE TEAM: All players present hit with a continuous batting order.
    WE ENCOURAGE NO PLAYER FIELD THE SAME POSITION FOR GREATER THEN 3 INNINGS UNLESS GAME GOES INTO EXTRA INNINGS.

  3. BATTING ORDER:
    Three (3) outs or entire batting order (whichever comes first). If any team has a lesser number of batters, that team will be allowed the same number of batters as the opposing team if they do not make (3) outs that inning. THE LAST INNING WILL BE PLAYED CONTINUOUSLY UNTIL EACH TEAM MAKES (3) OUTS OR THE HOME TEAM
    BATTING LAST WINS THE GAME. NO BATTING ORDER LIMIT.

    PLAYERS MUST BAT IN THE ORDER THEY ARE LISTED

    3 STRIKES = 0UT----NO WALKS

  4. GAME FORFEIT:
    A team must start with a minimum of seven (7) players. The team can pick up another player who may be in the area to play but that player must play the outfield the entire game and bat last. No team will be allowed to pick up any non-team members that will give them greater them nine (9) players in that game. In the event non-team members are used the team will bat only once through the batting order if less then three (3) outs are made even if the other team has a greater number of players. Less then seven (7) players fifteen (15) minutes after game time will result in a forfeit.

    THE OPPOSING MANAGER MAY BY AGREEMENT EXTEND THE TIME LIMIT TO AVOID FORFEITS. LET'S ALL REMEMBER WHY WE ARE SPENDING ALL OUR TIME DOING THIS!!!!!!!!

  5. LEADING AND STEALING:
    There is no leading or stealing. A base runner must have contact with the base until the ball is hit. No advancing on throwback to the mound from the catcher after a pitched ball.

  6. BUNTING AND HALF SWINGS:
    There is no bunting or half swings. If a full swing is taken and the ball remains in fair
    territory, the ball must be fielded regardless of how far the ball travels.

  7. FOUL:
    Regulation softball rules.

  8. COACHING:
    Coaches are permitted on the field of play.

  9. TAGGING UP:
    There is no tagging up. Doubling a base runner who leaves too early is allowed.

  10. PITCHING:
    The coach will pitch to their own team and the defense will have a player field the position of pitcher. There are no walks but there are strikeouts on the swing and miss of the 3rd strike.

  11. INFIELD FLY RULE:
    There is no infield fly rule.

  12. OVERTHROWS:
    Base runners are not allowed to advance on overthrows.

  13. BAT THROWING:
    One warning per player per game. If a player does it a second time they will be called out and the runners will return to their bases.

  14. BAD WEATHER:
    Commissioners and/or coaches will determine the calling of a game.

  15. REPORTING SCORES:
    Reported to the commissioner the following day.

  16. MANAGERS RESPONSIBILITY:
    MANAGERS MUST MAINTAIN CONTROL OVER PLAYERS, COACHES, PARENTS AND THEMSELVES. INAPPROPRIATE BEHAVOIR SHOULD BE REPORTED TO THE COMMISSIONER OF THE DIVISION. THE COMMISSIONER THEN WILL REPORT THE INCIDENT TO THE DIRECTOR OF RULES AND DISCIPLINE, HENRY IERVOLINO. GAME OR SEASON SUSPENSION COULD RESULT.

  17. LATE PLAYERS:
    Late players must be placed at the bottom of the line-up.

  18. SLIDING:
    Runners have the option to slide, stop or avoid being tagged.

  19. TIME LIMIT:
    No inning may start after 1hr 15 minutes has elapsed from the official start of the
    game. Game must end 1 hours and 45 minutes from the start of the game.

  20. SAFETY:
    Protective gear must be worn by batters and base runners at all times. A player
    coaching must wear protective helmet.

  21. INJURY:
    An injured player will be taken out of the line-up and the next batter will resume her count. She can re-enter the game.

MANHASSET PAL GIRLS SOFTBALL RULES
3RD & 4TH GRADE

  1. REGULATION GAME: Games will consist of five (5) innings.
    OFFICIAL GAME = 2 innings if home team is winning, 3 innings if home team is losing

  2. NUMBER OF PLAYERS:
    DEFENSIVE TEAM: Maximum 10 players on field (6 in infield including pitcher
    & catcher). Outfielders must remain in outfield (min 15 feet behind bases) until ball is hit. AN OUTFIELDER MAY NOT FIELD A BALL AND STEP ON A BASE FOR A FORCE PLAY. THEY CAN FIELD A BALL AND THROW TO AN INFIELDER FOR A FORCE PLAY.
    OFFENSIVE TEAM: All players present hit with a continuous batting order.

    WE ENCOURAGE COACHES TO FIELD PLAYERS IN DIFFERENT POSITIONS THROUGHOUT THE GAME.

    No player may pitch or play 1st base for greater than 3 innings unless game goes into extra innings.

    EXAMPLE 1= PLAYER PLAYS 1ST BASE OR PITCHES FOR FIRST 3 INNINGS CONSECUTIVELY, THEY CANNOT PLAY 1ST BASE OR PITCH AGAIN FOR THE REST OF THE GAME.
    EXAMPLE 2= PLAYER PLAYS 1ST BASE OR PITCHES FOR 2 INNINGS AND THEN SWITCHES TO LEFT FIELD, THAT PLAYER CANNOT LATER COME BACK TO PLAY 1ST BASE OR PITCH FOR A THIRD INNING.
    EXAMPLE 3= PLAYER PLAYS 1ST BASE OR PITCHES IN THE 3rd, 4th AND 5th INNINGS AND SCORE IS TIED AFTER 5th INNING SHE CAN PLAY 1st BASE OR PITCH FOR REMAINDER OF GAME.

  3. BATTING ORDER:

If any team has a lesser number of batters, that team will be allowed the same number of batters as the opposing team if they do not make (3) outs that inning.     NO PLAYER MAY HAVE A BAT IN HAND EXCEPT BATTER

  10. PITCHING:
    The distance will be 30 feet from home plate. Pitchers must start with one foot on the rubber. A GIRL CAN ONLY PITCH A MAXIMUM OF THREE (3) INNINGS IN A GAME. AFTER 3 WALKS IN AN INNING THE BATTER CANNOT WALK BUT CALLED STRIKES STILL ARE IN EFFECT.

    COACHES ARE REQUIRED TO KEEP THE GAME MOVING ALONG. SO IF A PITCHER IS HAVING TROUBLE THROWING STRIKES PLEASE DO ALL A FAVOR, INCLUDING THE PLAYER AND CHANGE PITCHERS.

    EXAMPLE 1 = PITCHER IN FIRST INNING PITCHES TO 6 BATTERS AND COACH TAKES THEM OUT (THEY WALKED 2), THEY CANNOT RETURN TO PITCH THE REMAINDER OF THE GAME.
    EXAMPLE 2 = PITCHER PITCHES 1ST INNING AND IN 2ND INNING WALKS 3 BATTERS, SHE PITCHES TO NEXT BATTER AND THROWS 3 BALLS THE COACH AUTOMATICALLY NOW PITCHES TO THE BATTER BUT THE PITCHER STAYS IN THE GAME. PITCHER FIELDS POSITION.

  11. INFIELD FLY RULE:
    There is no infield fly rule.

  12. OVERTHROWS:
    A runner is allowed to try for ONE (1) additional base at her own risk on the first overthrown ball. She must stay at that base on any subsequent overthrows whether in foul or fair territory.

    AN OVERTHROWN BALL IS ONE THAT TRAVELS A MINIMUM OF NINE (9) FEET FROM ANY BASE EITHER AT THE POINT THE PLAYER PICKS UP THE BALL OR THE BALL COMES TO A STOP. ANY COACH ATTEMPTING TO ADVANCE A BASE RUNNER ON AN OVERTHROW THAT HAS NOT TRAVELED AT LEAST NINE (9) FEET WILL CAUSE RUNNER TO BE AUTOMATICALLY SENT BACK . THE UMPIRE WILL DETERMINE WHAT DISTANCE THE BALL HAS TRAVELED.

  13. ADVANCE OF BASE RUNNER:
    If a ball is thrown to the pitcher and caught within a six (6) foot radius of the mound, or thrown to the first baseperson, (within a six (6) foot radius of first base) the runners must stop at the closest base. If they are less than half way to the next base then they must return to the base they came from. The play is dead so even if the pitcher or first base person throws the ball away the runners may not advance.

  14. BAT THROWING:
    One warning per player per game. If a player does it a second time they will be called out and the runners will return to their bases.

  15. BAD WEATHER:
    Commissioners and/or umpires will determine the calling of a game.

  16. REPORTING SCORES:

Less then seven (7) players fifteen (15) minutes after game time will result in a forfeit. This rule does not apply to playoffs. Pick-ups cannot play in playoffs. You must have 7 players or else it is a forfeit.

    THE OPPOSING MANAGER MAY BY AGREEMENT EXTEND THE TIME LIMIT TO AVOID FORFEITS. LET’S ALL REMEMBER WHY WE ARE SPENDING ALL OUR TIME DOING THIS!!!!!!!!

  5. LEADING AND STEALING:
    There is no leading. A base runner must have contact with the base. Stealing is permitted after the ball crosses home plate. Advancing on throwback to the mound from the catcher after a pitched ball is permitted (this will count as a steal). 3 team steals max. per inning with only 1 steal per base runner allowed per inning.

  6. BUNTING AND HALF SWINGS:
    Bunting is permitted.

  7. FOUL:
    Regulation softball rules.

  8. COACHING:
    A manager must get permission from an umpire to call a time out or speak to a player while on the field.

  9. TAGGING UP:
    Tagging up is allowed. Doubling a base runner who leaves too early is allowed.

  10. PITCHING:
    The distance will be 35 feet from home plate. Pitchers must start with one foot on the rubber. The pitcher should be on/near the rubber when the pitch is released. NO HOPS!

    3 WALKS PER INNING. AFTER 3rd WALK BATTER MUST HIT OR MAKE OUT.

    NO PITCHER MAY PITCH GREATER THEN 3 INNINGS UNLESS THE GAME GOES INTO EXTRA INNINGS. IF THE PLAYER IS REMOVED FROM PITCHING BEFORE COMPLETING THEIR 3 INNINGS THEY CAN RETURN TO PITCH BUT IF TAKEN OUT AGAIN BEFORE COMPLETING THEIR 3 INNINGS THEY CANNOT RETURN TO PITCH A THIRD TIME IN THE GAME.

    EXAMPLE 1= PLAYER PITCHES 1ST 3 INNINGS CONSEQUETIVELY, THEY CANNOT PITCH AGAIN THE REST OF THE GAME.
    EXAMPLE 2= PLAYER PITCHES 2 INNINGS AND THEN SWITCHES TO LEFT FIELD, THAT PLAYER CAN LATER COME BACK TO PITCH ANOTHER 1 INNING.
    EXAMPLE 3= PLAYER PITCHES 1ST 2 INNINGS THEN SWITCHES TO LEFT FIELD. PLAYER COMES BACK IN 4TH INNING AND THROWS ONE (1) PITCH THEN GETS TAKEN OUT AGAIN, THAT PLAYER CANNOT PITCH AGAIN IN THE GAME.
    EXAMPLE 4= PLAYER PITCHES IN THE 3RD, 4TH, 5TH AND 6TH INNINGS AND THE SCORE IS TIED AFTER 6TH INNING, THAT PLAYER MAY PITCH THE REMAINDER OF GAME.

No team will be allowed to pick up any non-team members that will give them greater then nine (9) players in that game. In the event non-team members are used the team will bat only once through the batting order if less then three (3) outs are made even if the other team has a greater number of players. Less then seven (7) players fifteen (15) minutes after game time will result in a forfeit. This rule does not apply to playoffs. Pick-ups cannot play in playoffs. You must have 7 players or else it is a forfeit.

    THE OPPOSING MANAGER MAY BY AGREEMENT EXTEND THE TIME LIMIT TO AVOID FORFEITS. LET’S ALL REMEMBER WHY WE ARE SPENDING ALL OUR TIME DOING THIS!!!!!!!!

  5. LEADING AND STEALING:
    There is no leading. A base runner must have contact with the base. Stealing is permitted after the ball crosses home plate. Advancing on throwback to the mound from the catcher after a pitched ball is permitted. 3 team steals max. per inning with only 1 steal per base runner allowed per inning.

  6. BUNTING AND HALF SWINGS:
    Bunting is permitted.

  7. FOUL:
    Regulation softball rules.

  8. COACHING:
    A manager must get permission from an umpire to call a time out or speak to a player while on the field.

  9. TAGGING UP:
    Tagging up is allowed. Doubling a base runner who leaves too early is allowed.

  10. PITCHING:
    NO PITCHER MAY PITCH GREATER THEN 4 INNINGS UNLESS THE GAME GOES INTO EXTRA INNINGS. Softball pitching rules apply, there is NO WALK rule. It will up to the Manager to remove a Pitcher who cannot throw strikes. The distance will be 40 feet from home plate. Pitchers must start with both feet on the rubber. NO PITCHER MAY PITCH GREATER THEN 3 INNINGS UNLESS THE GAME GOES INTO EXTRA INNINGS. IF THE PLAYER IS REMOVED FROM PITCHING BEFORE COMPLETING THEIR 3 INNINGS THEY CAN RETURN TO PITCH BUT IF TAKEN OUT AGAIN BEFORE COMPLETING THEIR 3 INNINGS THEY CANNOT RETURN TO PITCH A THIRD TIME IN THE GAME.

    EXAMPLE 1= PLAYER PITCHES 1ST 4 INNINGS CONSEQUETIVELY, THEY CANNOT PITCH AGAIN THE REST OF THE GAME.
    EXAMPLE 2= PLAYER PITCHES 2 INNINGS AND THEN SWITCHES TO LEFT FIELD, THAT PLAYER CAN LATER COME BACK TO PITCH ANOTHER 2 CONSEQUETIVE INNINGS.
    EXAMPLE 3= PLAYER PITCHES 1ST 2 INNINGS THEN SWITCHES TO LEFT FIELD. PLAYER COMES BACK IN 4TH INNING AND THROWS ONE (1) PITCH THEN GETS TAKEN OUT AGAIN, THAT PLAYER CANNOT PITCH AGAIN IN THE GAME.
    EXAMPLE 4= PLAYER PITCHES IN THE 3RD, 4TH, 5TH AND 6TH INNINGS AND THE SCORE IS TIED AFTER 6TH INNING, THAT PLAYER MAY PITCH THE REMAINDER OF GAME.

  11. INFIELD FLY RULE:
    There is no infield fly rule.

  12. OVERTHROWS:
    A runner is allowed to try for ONE (1) additional base at her own risk on the first overthrown ball. She must stay at that base on any subsequent overthrows whether in foul or fair territory.

  13. ADVANCE OF BASE RUNNER:
    If a ball is thrown to the pitcher and caught within a six (6) foot radius of the mound, or thrown to the first baseperson, (within a six (6) foot radius of first base) the runners must stop at the closest base. If they are less then half way to the next base then they must return to the base they came from. The play is dead so even if the pitcher or first base person throws the ball away the runners may not advance.

  14. BAT THROWING:
    One warning per player per game. If a player does it a second time they will be called out and the runners will return to their bases.

  15. BAD WEATHER:
    Commissioners and/or umpires will determine the calling of a game.

  16. REPORTING SCORES:
    Reported to the commissioner the following day.

  17. MANAGERS RESPONSIBILITY:
    MANAGERS MUST MAINTAIN CONTROL OVER PLAYERS, COACHES, PARENTS AND THEMSELVES. INAPPROPRIATE BEHAVOIR SHOULD BE REPORTED TO THE COMISSIONER OF THE DIVISION THE INCIDENT OCCURRED & THEN TO THE Director of rules and discipline, HENRY IERVOLINO.GAME OR SEASON SUSPENSION COULD RESULT.

  18. LATE PLAYERS:
    Late players must be placed at the bottom of the line-up.

  19. SLIDING:
    Runners may slide, stop or avoid fielders. Any collisions will result in the runner being called out and all runners returning to their bases.

  20. TIME LIMIT:
    No inning may start after 1 hour and 50 minutes has elapsed from the official start of the game. Game must end 2 hours and 15 minutes from the start of the game.

  21. SAFETY:
    Protective gear must be worn by catchers, batters and base runners at all times. A player coaching must wear protective helmet.

  22. INJURY:
    An injured player will be taken out of the line-up and the next batter will resume her count. She can re-enter the game later must bat last and cannot return to her previous position for the remainder of the game.

  23. INTENTIONAL WALKS:
    No intentional walks.

  24. CATCHERS INTERFERENCE:
    Batter is awarded 1st base if catcher interferes with the batters swing.

  25. PLAYOFFS:
